Same contract - no stars - bidding not according to ubid standard

I really dont understand when we end up in the same contract as the one rated with 3 stars but via our own bidding system (and bids) we get zero stars only because we didn't bid the same bids as ubid did? Weird isn't it? Shouldn't it be the end contract that counts?
